Planning decisions are currently made by Surrey’s eleven borough and district councils, including Guildford, Woking, Waverley, Elmbridge, Mole Valley and Reigate and Banstead. That is about to change. In April 2027 the county, borough and district councils will be replaced by two new unitary councils. West Surrey will cover Guildford, Runnymede, Spelthorne, Surrey Heath, Waverley and Woking. East Surrey will cover Elmbridge, Epsom and Ewell, Mole Valley, Reigate and Banstead, and Tandridge. The council name on your paperwork may change, but the rules for home installs will not change overnight.
For most houses, roof solar panels and air conditioning outdoor units do not need planning permission. Air-to-air heat pumps, which is what home air con is, became permitted development in England on 29 May 2025. The main exceptions are listed buildings and conservation areas, and Surrey has plenty of both, from village centres such as Shere and Ripley to Victorian town streets. Around a quarter of the county also lies in the Surrey Hills National Landscape, where it pays to think carefully about anything visible from the road.
Surrey’s housing is varied. Victorian and Edwardian villas cluster near the older railway stations, interwar semis line the suburban roads, and post-war estates and new builds fill out towns like Woking and Guildford. There are also many large Arts and Crafts style houses on leafy plots.
Those trees are often the biggest factor in how much a solar system will produce here, which is why a proper survey looks at shading on site rather than relying on a satellite image. Air conditioning is most often asked for in loft bedrooms and home offices that overheat in summer. On a semi or terrace, where the outdoor unit goes matters to the neighbours as well as to you, so it is planned with you at the survey.
Most of Surrey, including Guildford, Woking, Weybridge, Esher and Dorking, is on the UK Power Networks system. Parts of west Surrey, such as Farnham and Camberley, are on the Scottish and Southern Electricity Networks (SSEN) system instead. Solair deals with whichever operator covers your address.

Usually not, as most roof-mounted solar on houses is permitted development. Listed buildings need consent, and conservation areas, especially any with an Article 4 direction, can have extra limits, so check with your council first.
Most of Surrey is served by UK Power Networks, while parts of west Surrey such as Farnham and Camberley are served by SSEN. Solair handles the notification to whichever one covers your address.
Planning will move from the current borough and district councils to the new West Surrey and East Surrey councils, but permitted development rules are set nationally. Most home solar and air con installs will be unaffected.
