Who handles planning in London

London has 32 borough councils plus the City of London, and each one is the local planning authority for its own area. So if you live in Twickenham, your council is Richmond upon Thames. If you live in Surbiton, it is Kingston upon Thames.

For most houses, roof solar panels and air conditioning outdoor units do not need planning permission. Air-to-air heat pumps, which is what home air con is, became permitted development in England on 29 May 2025. The catch in London is how much of it is protected. Richmond upon Thames alone has 72 conservation areas and Kingston has 26, and some streets also have Article 4 directions that remove permitted development rights. Listed buildings always need consent. Council guidance in both boroughs generally prefers panels and units at the back or side, out of view from the street.

Houses, flats and hot summers

London’s homes range from Georgian and Victorian terraces to Edwardian villas, 1930s semis and modern flats. Terraces often have a usable rear roof slope or a back extension roof, which suits solar well. In flats, the roof and outside walls usually belong to the freeholder, so you will normally need their written consent before any outdoor unit or panel goes up, and planning rules for flats are tighter than for houses.

Cooling matters more here than in the countryside. On one August day in 2023, engineering firm Arup measured central London at 4.5°C hotter than its rural surroundings. Brick terraces and top floor flats can hold that heat well into the night, which is why many Londoners now look at home air conditioning.

Electricity network and costs

Most of London is served by UK Power Networks, while some parts of west London, such as Feltham, are served by SSEN.
