Planning in Basingstoke

Basingstoke and Deane Borough Council is the local planning authority. From 1 April 2028 the borough is due to join Hart and Rushmoor in a new North Hampshire council, but until then nothing changes.

For most houses, roof solar panels and air conditioning outdoor units (permitted development since 29 May 2025) do not need a planning application. Basingstoke is one of the places where it pays to check first, though. Four conservation areas in the town, Basingstoke Town Centre, Fairfields, South View and Brookvale West, have Article 4 directions. These bring things like solar panels and roof lights under planning control, mainly on roof slopes that face a road or open space. Panels on a rear roof slope are often still fine, and we will check your address before quoting.

The borough has around 40 conservation areas in total, including Old Basing, first designated in 1973, and Sherborne St John. Listed buildings always need listed building consent.

Basingstoke homes and what they mean

Basingstoke changed hugely after 1961, when it was designated a London overspill town. Estates such as Oakridge, Popley, Brighton Hill and Hatch Warren followed, and newer developments are still being built around the edges of town. The result is a lot of post-war and modern homes with straightforward roofs and room for an outdoor unit, which often makes installs simpler than in older towns.

The older streets near the centre, such as Fairfields and South View, are Victorian and Edwardian, and they are also where the Article 4 rules apply. If you live in one of the town’s many flats, you will usually need the freeholder’s or managing agent’s consent before an outdoor unit is fitted. You can read more about how we fit systems on our air conditioning page.

FAQs

Questions from homeowners in Basingstoke

Possibly. Fairfields, South View, Brookvale West and Basingstoke Town Centre conservation areas have Article 4 directions that can require planning permission for solar panels on roof slopes facing a road or open space. Rear slopes are often fine, and we check this at the survey.

Usually not, as air-to-air heat pump outdoor units have been permitted development in England since 29 May 2025, within size and siting limits. Listed buildings and conservation areas need a check with Basingstoke and Deane Borough Council first.
