Planning in Winchester

Winchester City Council is the local planning authority, except for parts of the district inside the South Downs National Park, where the national park authority decides. From 1 April 2028 Winchester is due to become part of a new Mid Hampshire council, but until then nothing changes.

The district has 37 conservation areas, and the Winchester conservation area itself is large. Its appraisal splits it into eight character areas, including the Walled Town and Cathedral Close, St Giles’ Hill, Christchurch Road, St Cross, Hyde and Oram’s Arbour. Plenty of homes in these streets are listed, and listed buildings always need listed building consent for panels or outdoor units.

There is some good news for unlisted houses. The council says it has not placed Article 4 directions on single-family homes in its conservation areas, and that roof solar panels are usually permitted development as long as they sit no more than 0.2 metres proud of the roof. Since 29 May 2025, air conditioning outdoor units are also permitted development in England within size and siting limits, though those limits are stricter in conservation areas, for example on walls facing the road. Winchester homes and roofs

Close to the centre you will find Georgian and Victorian townhouses and terraces, with Victorian and Edwardian streets stretching out through Hyde and Fulflood. Further out, places like Weeke, Harestock and Badger Farm are mostly twentieth century and newer homes, which tend to have simpler roofs for solar panels.
