Your local planning authority is the Royal Borough of Kingston upon Thames. For most houses, roof solar panels and air conditioning outdoor units are permitted development, so no planning application is needed. Air-to-air heat pumps joined that list in England on 29 May 2025.
The borough has 26 conservation areas, including Kingston Old Town, Fairfield/Knight’s Park, Surbiton Hill Park, The Groves and Old Malden. If your home is in one, the rules are stricter. The council’s conservation guidance says solar panels and air conditioning units may need planning permission there, and asks for them to go at the rear, below the eaves and out of sight from the street. Some properties are also covered by Article 4 directions, and listed buildings always need consent. We check all of this at the survey.
Kingston’s housing changes a lot from one neighbourhood to the next. Surbiton and the streets around Kingston town centre have many Victorian and Edwardian villas and terraces. Berrylands and much of Tolworth were built up in the 1930s with semi-detached houses on long avenues, and New Malden has plenty of interwar semis too.
Those 1930s semis are often a good match for solar. They tend to have simple pitched roofs with room for a decent array, plus a side or rear wall where an air con outdoor unit can sit tidily. Victorian terraces usually work best with panels on the rear roof slope or a back extension. In flats, you will normally need the freeholder’s written consent first.
Homes in Kingston are on the UK Power Networks system. Solair notifies them about your solar or battery install, so you do not need to deal with it yourself. Residential solar panels and batteries carry 0% VAT in Great Britain until 31 March 2027. If you want to store daytime solar for the evening, take a look at solar and battery systems.

FAQs
Usually not for a house, as most roof solar is permitted development. If you are in one of Kingston's 26 conservation areas, such as Surbiton Hill Park or The Groves, or your home is listed, you may need permission, and the council prefers panels out of view from the street.
Often yes, but you will normally need written consent from the freeholder because the outside walls belong to the building. Flats have tighter planning rules than houses, so we check this during the free survey.
