Your local planning authority is the London Borough of Richmond upon Thames. For most houses, roof solar panels and air conditioning outdoor units are permitted development, so no planning application is needed. Air-to-air heat pumps joined that list in England on 29 May 2025.
Richmond is one of the most protected boroughs in London, with 72 conservation areas. Around the town centre these include Richmond Green and St Matthias, and Kew Green sits just up the road. The council’s appraisals say solar panels are best placed on rear or side roof slopes hidden from the street, and that front roofs facing the public realm are less suitable. Some streets, such as Houblon Road and Dynevor Road in the St Matthias area, also have Article 4 directions that remove some permitted development rights. Listed buildings, of which there are many around the Green and in Kew, always need consent.
Much of Richmond’s housing is Georgian and Victorian, from the terraces and villas around Richmond Green to the late Victorian semis and terraces of Kew. There are also mansion blocks and modern flats close to the station and the river.
For a terrace or semi, the rear roof slope is often the best spot for solar, both for planning and because it keeps the front of the house unchanged. Air con outdoor units usually sit neatly on a rear wall, a flat roof or in the garden. Owners of flats will normally need the freeholder’s written consent before anything goes on the outside of the building.
