Who handles planning in Sussex

Planning decisions are made by your local council, not the county. In West Sussex that means one of seven councils: Adur, Arun, Chichester, Crawley, Horsham, Mid Sussex or Worthing. In East Sussex it is Eastbourne, Hastings, Lewes, Rother or Wealden, and Brighton & Hove City Council runs its own planning. If your home is inside the South Downs National Park, the South Downs National Park Authority is the planning authority instead.

For most houses, roof solar panels and (since 29 May 2025) an air conditioning outdoor unit are permitted development, so no planning application is needed. The exceptions are listed buildings, homes in conservation areas, and streets covered by an Article 4 direction. Sussex has plenty of all three. Horsham District alone has 39 conservation areas and Brighton & Hove has 34, so it is worth checking before you plan a front roof slope or a unit on a wall facing the street.

Sussex homes and what they mean for an install

Older town centres are full of Victorian and Edwardian terraces with slate or clay tile roofs, which usually take panels well. Some older Sussex buildings have heavy Horsham stone roofs that need a closer look before anything is fixed to them. Post-war estates and newer developments tend to have simple, unshaded roofs and space for an outdoor unit at the side or back. Brighton & Hove is different again: half of all households there live in flats, where you will normally need freeholder or landlord consent.

Grid connection and paperwork

Most of Sussex, including Brighton, Horsham and Crawley, is on the UK Power Networks network. Around Chichester and Bognor Regis, homes are generally served by SSEN instead.
