Guildford Borough Council is the planning authority until April 2027, when it becomes part of the new West Surrey Council. For most houses, roof solar panels and air conditioning outdoor units are permitted development, so no planning application is needed.
Guildford does have a lot of protected areas, though. Conservation areas include the Town Centre, Bridge Street, Charlotteville and Warren Road, St Catherine’s, Onslow Village and Abbotswood, as well as village ones such as Shere, Ripley, Chilworth and East Clandon. The council uses Article 4 directions in some conservation areas, which can mean planning permission is needed for roof alterations and other changes visible from the street. You can check your own address on the council’s “About My Area” tool by entering your postcode and looking at the land charges information. Listed buildings always need listed building consent.
Onslow Village is a good example of why this matters. It is a garden suburb built from 1921, with steeply pitched clay tiled roofs and prominent gables, and the council’s appraisal asks owners to protect that roofscape. Rear roof slopes and garden-side positions for outdoor units are usually the better route there.
Guildford’s mix runs from Victorian and Edwardian streets close to the town centre to interwar and post-war semis in suburbs like Merrow, Burpham and Stoughton, plus newer flats near the station and the river. The hills give many roofs a good aspect, but trees and neighbouring buildings can shade them, so the survey checks this on site.
Loft rooms and top-floor flats in town can get very warm in summer. If you are in a flat, you will normally need consent from the freeholder or managing agent before an outdoor unit goes on a wall or balcony, so it is worth asking early.
